IHCP Announces Changes to ABA Therapy Services

Beginning April 1, 2026, the Indiana Health Coverage Programs (IHCP) will implement several updates to the applied behavior analysis (ABA) therapy benefit to strengthen program integrity, promote sustainability and support consistent service delivery.

These changes include the following:


◼ Updates to member eligibility for ABA therapy services

◼ Revisions to provider qualifications for rendering certain

ABA therapy services

◼ Rate adjustments and group size stratification

◼ New modifier requirements and lifetime service

allocation for comprehensive ABA therapy services

◼ IHCP Provider Healthcare Portal (IHCP Portal)

enhancements that improve transparency for providers

◼ Defining hours threshold for targeted ABA therapy

◼ Caregiver coaching requirements

◼ RBT supervision requirements

◼ Telehealth restrictions for certain ABA therapy services


There will be no public hearing. Written comments will be accepted until 5 p.m. on March 27, 2026, and may be directed to FSSA, Office of Medicaid Policy and Planning, Attention: Conner Ortman, 402 West Washington Street, Room W374, Indianapolis, IN 46204 or by email to spacomment@fssa.in.gov. Written comments will be made available for public inspection at the address herein of the OMPP.
